Trade blocs to a certain extent help to formulate a common business law among member nations, but still do not encompass all nations and address all legal scenarios. An agreed upon and accepted common code simply does not exist in the global community. The U.S. Foreign Corrupt Practices Act (FCPA) of 1977 attempts to influence U.S. based companies to adhere to U.S. business standards even when functioning abroad. The act, however well intended, has the potential of hurting free trade more than helping in certain countries, this is especially true in Middle Eastern nations like Iraq.
